Is VPN use illegal in Azerbaijan?

VPN use remains legal in Azerbaijan. The government may be tightening its reign over network technologies, but VPNs remain untouched thus far. This is very important, as the government is using Deep Packet Inspection (DPI) to limit access to websites they don’t approve of. Encryption employed by VPN services makes DPI blind and thus renders your traffic safe and unhindered. This technology also prevents traffic shaping or internet throttling. There have been reports with Skype and other communication apps experiencing slowdowns when serious events happen in Azerbaijan. This may be an effect of throttling.

What’s more, a VPN can help hide your IP. With a government that uses trolling and intimidation against its critics, it’s an important safety measure for regular users. Not to mention, some VPNs can even hide the fact that you’re using a VPN. Surfshark’s Camouflage mode ensures just that.
